Harry Slackway and his family - 1910-1940 U.S. Census Records

Harry (born Schlectweg) Slackway was the son of Andreas Schlectweg of Thuringia (Germany) and Mary Jane Dickinson of Northern Ireland. He is named in the 1870 and 1880 censuses with his parents as "Henry" (1870), "Hiram" (1870, Second Enumeration), and "Harry" (1880).

Question: who is Elisabeth Bettgar (born about 1847 according to the census)? Was she the mother-in-law of Peter Curtis? or is she the mother of Mary A. Slackway, who was born in 1874? But Mary's mother's name was STOUT according to the death certificate of Harry's son Allen (1907-1981). In the Philadelphia City Births, 1860-1906 (Bk 1874, p. 89), there is a Mary Stout born in 26 July 1874 to Charles and Helen Stout (Source: FamilySearch.org (3 October 2016)), which is the correct year although the wrong month according to the 1900 U.S. census; those may or may not be Mary's parents. Harry and Mary Slackway are buried in Ivy Hill Cemetery in Philadelphia, which has their burial records; these records list a Maria E. Bettgar (c. 1842-1916), but that does not seem to make the relationship clearer. The 1935 Pennsylvania Death Index [D-35 S] has the following entry: "Mary Slackway  33641 / Phila 4/2" (based on the other entries in this file, 4/2 appears to be month/day, i.e. 2 April), which may be Harry's wife who died in April 1935.

According to the 1940 U.S. census records, the wife of Walter Slackway -- supposing this to be Harry's son Walter -- was named Wilma Slackway (there is a mark beside her name to indicate that she was the census taker's informant).
